DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR CONCEPTUAL MODEL HOME ARCHITECTURE FOR SPLENDIDO AT RANCHO VISTOSO, LOCATED ON THE EAST SIDE OF RANCHO VISTOSO BLVD SOUTH OF VISTOSO HIGHLANDS DRIVE, OV1702737
RECOMMENDATION:
Staff recommends approval.
EXECUTIVE SUMMARY:
The purpose of this request is to consider Conceptual Model Home Architecture for four (4) model homes proposed to be built in the Splendido at Rancho Vistoso community (Attachment 1). The model homes will be built as attached single family homes and will complete the last phase of development, referred to as phase 3B, as shown on the location map (Attachment 2).  

The contemporary design of the proposed model homes is similar to the model homes approved in 2017, with strong linear lines and geometric shapes (Attachment 3). The new models will also share some similar elements of the existing southwestern style homes in the development such as colors and materials which provide an overall cohesiveness to the community.

The Planning and Zoning Commission has decision making authority for model home architecture.

DISCUSSION/ANALYSIS:

Design Principles Analysis

The following is a list of noteworthy Design Principles in italics followed by staff commentary.

Conceptual Architectural Design Review Principles and Standards Zoning Code

Section 229.D.5.b.i:  Design: building architectural design shall be appropriate for the climate and characteristics of the Sonoran Desert, including indigenous and traditional textures, colors, and shapes found in and around Oro Valley. All development shall maintain and strengthen the high quality of design exemplified in Oro Valley through project creativity and design excellence.

The proposed model homes continue the use of earth tone colors and textures found in the Sonoran Desert, existing Spendido property and  adjacent residential developments.  In addition to using earth tone colors the models will continue the contemporary design introduced into the Splendido community with the set of model homes approved last year, by continuing strong linear lines, angled roof design, steel trellises and smooth stone veneer.  The following is a list of features which contribute to the overall quality of the proposed architectural design.

Section 22.9.D.5.b.ii: Scale, Height and Mass: building scale, height and mass shall be consistent with the Town-approved intensity of the site, designated scenic corridors, and valued mountain views. Buildings shall be designed to respect the scale of adjoining areas and should mitigate the negative and functional impacts that arise from scale, bulk and mass.

All of the proposed model homes are one-story in height and are not more than 16' tall.  The height and mass of the proposed models will blend with into the Splendido property and the adjacent homes which are also one-story in height.

Section 3.2.B.4.a of Addendum A:  Considering the design of all sides of a building (“four-sided architecture”).  All four sides of the building shall provide adequate architectural treatments, articulation, and fenestration to present a coherent design theme.  Side walls of homes do not require substantial building projections, but shall include elements consistent with the front façade of the home such as lintels, pop-outs and other methods of architecturally enhance the side walls of homes.

The proposed models provide significant façade articulation with the use of varied roof lines, wall planes and surface articulation. Each of the attached homes are off set from one another which also contributes to the articulation of the structures. 

Design Principles and Standards Analysis

The proposed models are in conformance with the Design Principles and Standards by providing articulated facades, varied color palette and roof lines.  In this submittal the applicant added an additional color palette to increase the overall palette to four.  The proposed models incorporate colors and textures found in the area in a contemporary style.  

CONCLUSION/RECOMMENDATION:

It is recommended that the Planning and Zoning Commission approve the requested Conceptual Model Home Architecture, Villas D, E, F and C, under case OV1702737.
SUGGESTED MOTION:
I move to approve the Conceptual Model Home Architecture for Splendido Villas D, E, F and G based on the findings that the request complies with the Design Principles and Design Standards of the Zoning Code.

I move to deny  the Conceptual Model Home Architecture Spendido Villas D, E, F and G as it does not meet ____________.
