| EXECUTIVE SUMMARY: |
All of the new Strategic Plan goals and strategies are directly pulled from the Your Voice, Our Future General Plan. The Strategic Plan represents the shared priorities of Town Council. This document will provide strategic direction to the organization over the course of the next two years.
The Town of Oro Valley updates its Strategic Plan every two years. The most recent version of the Strategic Plan was adopted February 18, 2015. Since that time, the residents of Oro Valley have ratified the Your Voice, Our Future General Plan, which now serves as the foundation of the draft Strategic Plan 2017.
In early January 2017, members of the Town Council used the Your Voice Plan to individually share their priorities and goals for the next two years. At a workshop on January 27, 2017, the Town Council and staff then used that information as a framework to prioritize Your Voice actions for the revised plan. Staff then compiled all the directions into the draft Strategic Plan 2017, which is included as Attachment 2.
The Strategic Plan covers 10 Focus Areas: Economic Development, Complete Community, Parks and Recreation, Town Assets, Public Safety, Water Resources and Energy, Cultural Resources, Land Use and Design, Transportation and Cost of Services. Each of the focus areas includes at least 1 goal and strategy. |

The General Plan and the Strategic Plan
In contrast to the 10-year timeframe of the Your Voice, Our Future General Plan, the Strategic Plan guides Town decision-making over a short two- to five-year timeframe. This effort is led by the Town Council. Ultimately, the Strategic Plan helps prioritize the high-level aspirations of the Your Voice Plan and aids Town departments in budget and work plan decisions.
The Strategic Plan serves to advance the community’s vision for the future of Oro Valley as outlined in the Your Voice Plan by using goals and actions entirely derived from the Your Voice Plan. The community's vision was formed from extensive community participation over a three year period that included thousands of comments, hundreds of survey responses and the active sharing of ideas. Oro Valley’s residents worked hard to build the next community plan. First, many voices came together to shape the community’s Vision and Guiding Principles. Next, resident committees used that work as a foundation to build the Plan. Lastly, residents affirmed the contents of the Plan and voted for its ratification in November 2016.
Drafting the Strategic Plan
The new voter-ratified Your Voice, Our Future General Plan serves as the foundation of the Strategic Plan. This direct connection has remained true through every step of the process.
First, the Town Council was asked to identify their priorities from the Your Voice Plan’s goals. Of the 25 goals in the plan, 14 were identified as priorities by the councilmembers in individual interviews in early January 2017.
The Town Council was also asked to decide on evaluation criteria. The criteria provided a benchmark or yardstick in which an action item and its potential effort and results were measured. The criteria below represent the feedback of the Town Council.
- Does it give overall direction? Is it clear?
- Is it fiscally sound and responsible?
- Can we demonstrate achievement or significant progress in 2 years?
- Is this the best use of staff resources?
- Do we have the current or anticipated capacity to accomplish this?
- Will the result bring benefits or long-term value to the community?
Once the Town Council identified the priority goals, the 163 actions of the Your Voice, Our Future General Plan were reviewed for applicability and inclusion. A draft list was then distributed to the Town Council and members of different Town departments. The Council and staff came together at a workshop on January 27, 2017, to review the actions and debate the merits of including each in the Strategic Plan. The combined list of the 14 priority goals and 27 accompanying actions or strategies are included in this Strategic Plan.
Please note many of the goals, policies and actions of the Your Voice Plan are currently being furthered by ongoing work. The actions ultimately included in the Strategic Plan are not intended to be inclusive of all the work of every department. Rather, they represent the immediate needs for new direction or effort.
Focus Areas
Oro Valley is committed to taking action to implement the community’s vision and continue to manage Town resources. The Strategic Plan 2017 is organized according to 10 Your Voice, Our Future focus areas.

These focus areas provide direction for the Town. Within each of the 10 focus areas is a “goal” and “strategy” that provide strategic direction. All of the goals and strategies (actions) are directly pulled from the Your Voice, Our Future General Plan.
Next Steps
This Strategic Plan will be implemented through actions of the Town of Oro Valley and its partners. Efforts, such as department work plans and the annual budget process, will put the strategies into action. The progress of these items will then be reported on periodically. At the end of the lifespan on this Strategic Plan, all items will reported on before the next Strategic Plan is adopted. |
| FISCAL IMPACT: |
| At this juncture, the Strategic Plan does not have an immediate fiscal impact. As a result of this plan, detailed work on specific topics will be carried out by various Town departments. |
